Frank E. Catalina

Frank E. Catalina is Of Counsel to the firm of Margulies Wind P.A. where he had been an associate for 23 years prior to January 1, 2011. He was admitted to the bar in New Jersey and its federal courts at that time and has practiced law in its many forms for some 43 years. He has litigated and argued cases and appeals in the state and federal courts of New Jersey, New York, Massachusetts, Ohio, Illinois, and California. The areas of his practice have been many and varied, including commercial, banking, contract, employment, real estate, landlord tenant, land use, intellectual property, labor, construction,housing, securities,constitutional and consumer protection law.  He has presided over numerous eminent domain matters as presiding commissioner at condemnation hearings through appointment by the Superior Court of New Jersey.
 
He is currently admitted to practice before the state and U.S. District courts of New Jersey although he has appeared in numerous other states pro hac vice.
 
He began his career as a Legal Services attorney in Middlesex County, New Jersey in 1968 and, within 18 months won a law changing victory that was submited to and affirmed by the United States Supreme Court.
 
Mr. Catalina moved on to become the attorney for and then Executive Director of the Model Cities Administration in Perth Amboy New Jersey, administering a state and federally funding program of urban planning, development and improvement.
 
In the mid-seventies, Mr. Catalina began teaching law at Rutgers University School of Law in Newark, N.J. He became the director of the Urban Legal Clinic, a program that supervised 3d year law students in actually appearing in court and trying cases and taught commercial law, involving sales and banking law, in the classroom to hundreds of future lawyers.
 
Later, Mr. Catalina became a partner in the firm of Krieger, Ferrara, Flynn and Catalina where he practiced for eight years before joining the Margulies firm.

In the last 25 years of his practice Mr. Catalina specialized in commercial litigation and banking law, having represented The Trust Company of New Jersey for more than 20 years.
 
Mr. Catalina has also lectured on commercial law and landlord tenant law for the Commercial Law League of America andNew Jersey's Institute for Continuing Legal Education and is currently a Master in the Hudson County Inn of Court which conducts programs in which older attorneys can meet with and teach new attorneys in the practice of law.
 
Mr. Catalina graduated from Saint Peter's College and New York University School of Law where he was the recipient of a Root Tilden Scholarship. While in practice at his present firm he continued offering legal education by teaching as an adjunct professor at New York Law School, conducting courses in payment systems.
 
He is a parishioner at St. Matthias RC Church in Somerset, N.J., is married and the father of three grown children and the grandfather of eight. He enjoys singing, having done so with Masterwork Chorus for seven years, is a prodigious reader on all topics, likes to snorkel, and is an avid professional football fan, particularly of the New York Giants.
